What the right covers – and what it doesn't

The community must permit the measure; it decides the how (cable routing, load management, approved installer) by resolution. It may shape the execution, but not veto the principle.

Who pays?

The § 21 (1) WEG principle: whoever demanded the alteration bears its costs – and correspondingly keeps its benefits. Several owners can team up and split costs; later joiners can buy in against fair compensation.
